Tech leaders sign voluntary White House accord on frontier systems

Speaker Mike Johnson said on 29 September 2026 that participants in a White House meeting had formally signed a document entitled the White House Accord on Super Intelligence: A Joint Commitment on Frontier SI Responsibilities. He described it as a voluntary statement of principles on internal controls and on internal and external review. Al Jazeera reported that the signatories were Dario Amodei of Anthropic, Greg Brockman of OpenAI, Sundar Pichai of Google, Mark Zuckerberg of Meta, Elon Musk of xAI and Jensen Huang of Nvidia, and that President Trump signed as well.

The Washington Examiner published the text, which sets out four layers. The first is internal controls, covering cybersecurity, biosecurity, chemical threats and unintended access to technical systems. The second is an internal team. The third is an independent external auditor or evaluator. The fourth is an independent board committee that receives reports and ensures that issues are remediated. The text as published by the Examiner also says it may later make sense to codify these steps, which indicates that for now they sit outside law.

The accord's force is the main question. The Guardian reported that President Trump called the document morally binding, and that it appears to carry no enforcement mechanism; Speaker Johnson himself described it as voluntary. The text relied on here is the version published by the Washington Examiner. There is also a small discrepancy in the reporting of who signed: the Examiner named the same six people as Al Jazeera but described Mr Musk as chief executive of SpaceXAI rather than of xAI. How companies will show they are meeting the four layers, and who would judge that, is not yet known.
